After you clear them out, go into the west corner of the area, next to the cliff. Cross the rest of the cave and you’ll find yourself in a large, open area filled with enemies. As soon as the game informs you that you’re in the Alton Dynamo section, turn around, and you’ll spot the Latent Memory on a small ice shelf. You’ll walk through a very tight ice cave.
